Probation Jurisdiction Requirement
When an individual is placed on probation in one state, he or she must generally remain in the jurisdiction of the sentencing state for the duration of the probation supervision term. If an individual on probation wishes to move, or travel, outside of the sentencing state, the probationer will have to submit a request for transfer or travel, and the other state must approve the request prior to any movement across state lines.
Interstate Compact for Adult Offender Supervision
All interstate travel and interstate transfers are governed by the rules of the Interstate Compact for Adult Offender Supervision (ICAOS). The Interstate Compact is an agreement entered into by the states, which provides a set of uniform rules and procedures that governs the travel and movement across state lines of all probationers and parolees.
Pending Charges
If you have charges pending, or are on probation in one state and wish to move or travel to another state, it is important to understand the transfer criteria and ICAOS rules. Some transfers can be expedited; some transfers are considered mandatory; and others can result in a lengthy process that ends in disappointment and distress when the application is denied. It is important to ensure that the local probation officer submitting the application on your behalf is filing the request under the correct classification and that each state is aware of all relevant factors relating to your particular situation and request.

Interstate Compact Probation Violations, Warrants, Detainers, and Revocation
The Interstate Compact for Adult Offender Supervision is an agreement entered into by the states, which provides a single set of rules and uniform procedures governing the movement and supervision of all probationers and parolees outside the jurisdiction of their sentencing state.
If you have moved or traveled outside of the state that originally sentenced you to probation, your supervision will be governed by this special set of rules. An alleged violation of interstate probation conditions can have serious consequences, including arrest, extradition, being taken away from your friends, family, employment, financial responsibilities, and in some cases, revocation of probation and long-term incarceration.
